(Stillwater, Okla.) — An inmate in the Cimarron Correctional Facility — who reportedly has a history of spitting on correctional employees including the warden — has been charged with throwing urine on a guard at the Cushing prison.
Ottie C. Webb IV, 35, was apparently serving a six-year sentence for possessing a stolen vehicle in Tulsa County when he escaped from a penal institution in Pittsburg County in 2009, state Department of Corrections records show.
Webb, who has again been incarcerated since October 2009, could receive an additional two years if convicted of unlawful transfer of bodily fluids on a correctional employee, court records show.
Cushing Police Detective Adam Harp wrote in an affidavit filed Monday that he was notified by the prison investigator on Feb. 18, that the previous night at 9:45 inmate Webb had thrown urine in the face of a correctional officer doing a security check on inmates.
When the Cushing police detective asked the guard why he thought the fluid was urine, “He told me that his water in the cell had been shut off and that the fluid had an odor commonly associated with urine,” the affidavit alleged.
“It should be noted that Webb has a past history of spitting on the correctional employees including the warden,” the affidavit alleged.
Webb was convicted of attempted escape in Tulsa County in 1993 and given a one-year prison term, DOC records show.
Webb was convicted of drug possession in Tulsa County in 2007 and given a five-year probationary sentence, DOC records show.
Webb was convicted of possession of a stolen vehicle in Tulsa County in 2007, and given a six-year prison term, DOC records show.
He was convicted of escape from a penal institution in Pittsburg County in 2009 and given a three-year prison term, DOC records show.
