(Cushing, Okla.) – On Monday June 30, 2014 just before 9:00 p.m., Cushing Police Officers, Sgt. Adam Harp and K9 Officer Matthew Piatt, received information, regarding individuals smoking marijuana in the area of the Rotary Park, which is located at 9th and Highland.
Upon arriving in the area, Sgt. Adam Harp observed individuals matching the description given standing underneath the gazebo locate in the park. Prior to contacting the subjects they returned to their vehicle and left the area.
Sgt. Harp then followed the vehicle and confirmed it to have an expired license plate. Sgt. Harp then conducted a traffic stop on the vehicle at the intersection of 3rd and Highland Street. Upon contact with the driver, 23 year old Stroud resident, Robert Cutsinger, Sgt. Harp smelled an odor of burnt Marijuana coming from the interior of the vehicle.
Based on the information received and the smell of burnt Marijuana emitting from the interior of the vehicle, Sgt. Harp requested K9 Officer Matthew Piatt and his K9 partner “Max” to conduct a free air exterior sniff of the vehicle. During the exterior sniff of the vehicle, K9 Officer Piatt observed K9 “Max” alert on the driver’s side of the vehicle to the presence of odor associated with illegal narcotics.
Sgt. Harp then asked Cutsinger to exit the vehicle and speak with him. During the questioning, Cutsinger admitted to having a small amount of Marijuana and a smoking pipe in his pocket, which he removed and provided to Sgt. Harp. Cutsinger also admitted to smoking Marijuana in the Rotary Park, prior to the traffic stop.
Sgt. Harp then conducted a search of the interior of vehicle. During the search, Sgt. Harp seized a second smoking pipe from the backseat area. Sgt. Harp then questioned backseat passenger, 20 year old Cushing resident Raymond Jordan about the pipe. Jordan admitted that the smoking pipe belonged to him.
Following the search, Sgt. Harp arrested both Cutsinger and Jordan on the following complaints:
Arrestee Robert Cutsinger was booked in on the complaints of possession of Marijuana within 1000 feet of a park, possession of drug paraphernalia, expired tag, and no insurance
Arrestee Raymond Jordan was booked in on the complaints of possession of Marijuana within 1000 feet of a park and possession of drug paraphernalia.
“I want to commend Sgt. Harp, K9 Officer Matthew Piatt, and K9 “Max” for their excellent work during this investigation” Chief Tully Folden said.
Both Cutsinger and Jordan have been transported to the Payne County Sheriff’s Department this morning, where they are expected to appear in court this afternoon.
