(Stillwater, Okla.) — On Sept. 3 at about 2:40 p.m. Stillwater police
officers were sent to the Hampton Inn, 717 E. Hall of Fame, for a welfare
check, according to a news release issued Monday by Detective Lt. Jeff
Watts.
An employee advised that Robert Chipman, 36, had arrived at work acting
oddly, the news release said.  Chipman was not wearing shoes when he arrived
for work and the employee had given Chipman a ride home so he could retrieve
his shoes, the news release said.
Upon arriving at his residence, Chipman allegedly told his co-worker he
could not go back into this house because he had strangled his girlfriend
and he thought she was dead, the news release said.
Based on this information, officers responded to the 800 Block of South
Leigh Street in Stillwater and conducted a welfare check on 35-year-old
Kelli Buchanan, the news release said.
Officers found the woman in the hallway of the residence, the news
release said. She had been beaten and was badly injured, the news release
said.
The woman was transported to the Stillwater Medical Center via ambulance
and later transferred to OU Medical Center in Oklahoma City, the news
release said.
Chipman was located at a nearby park and taken into custody without
incident, the news release said.
Chipman allegedly told officers he had attempted to kill the woman by
strangling her and beating her with a board, the news release said.
Chipman of Stillwater was arrested for assault with intent to kill, the
news release said.  At the time, Chipman had an outstanding arrest warrant
for failure to appear on a previous domestic assault & battery case, the
news release said.
The victim was listed in critical but stable condition, the news release
said. She has multiple facial fractures and internal injuries.
The case is still under investigation by the Stillwater Police
Department, the news release said.
