(Stillwater, Okla.) — A 33-year-old Stillwater man, who admitted trafficking fentanyl as well as having the drugs methamphetamine, heroin, and psilocybin mushrooms with intent to distribute, was ordered Friday into the Bill Johnson Drug Offender Work Camp by Payne County Associate District Judge Michael Kulling, court records show.
If Joseph Michael Rawlings completes the drug treatment program in prison, the judge said that he would be placed on 13 years’ probation with conditions including complying with the methamphetamine registry, maintaining full-time employment or enrolling in Work Force Oklahoma, and paying $2,650 in assessments as well as court costs.
Rawlings had been jailed on $100,000 bail since he was arrested on June 23, 2023, after a car in which he was a passenger was stopped at 6th and Brush Creek Rd. for having an expired license tag, Stillwater Police Detective Brett Moore wrote in an affidavit.
“While speaking to Joseph on the passenger side of the vehicle, I could smell an overwhelming odor of fresh green marijuana emitting from the vehicle,” the detective wrote in his affidavit. Neither occupant had a medical marijuana card, the affidavit said.
“I observed a backpack on the passenger side floorboard where Joseph was seated. I opened the main zipper and immediately located a zip top plastic bag containing a green leafy like substance which I knew was marijuana.
“I continued searching the contents of the bag and located a lock safe disguised as a book. I opened the safe and immediately observed numerous prepackaged bags of what appeared to be pressed fentanyl pills, psilocybin mushrooms, methamphetamine, black tar heroin, and what appeared to be fentanyl powder.
“Joseph admitted to selling narcotics to a close circle of people and further stated he only sold to support his addiction. I informed Joseph that a search warrant had been conducted at his residence and a detailed drug ledger was found. Joseph admitted the ledger was his.
“The ledger was detailed and showed names of people who owed him money, as well as money he has spent on product. Joseph stated he typically reups with 12 grams of pure fentanyl and approximately one ounce of heroin every week to two weeks in Oklahoma City.
“His ledger showed he typically buys $1000-$2400 worth of product to include pure fentanyl, pressed fentanyl and heroin,” the detective wrote in his affidavit.
“The total weight of seized narcotics was 9.14g, to include the packaged weight, of suspected fentanyl, 2.37g of psilocybin mushrooms, 1.18g of black tar heroin, 0.41g of China white heroin and 0.33g of methamphetamine,” the affidavit said.
Rawlings previously had been placed on probation for possessing LSD in Stillwater in 2016, court records show.
