Stillwater man jailed on indecent exposure charge

  STILLWATER — A 32-year-old Stillwater man has been charged with committing indecent exposure in the 500 block of E. Hall of Fame, about two months after he served a jail sentence for outraging public decency at two other locations on E. Hall of Fame.

   John Allan Faughn, who remains jailed on $15,000 bond pending an Aug. 3 court appearance on the felony charge, could be given a 10-year prison term if convicted of exposing his genitals on July 1.

   Stillwater Police Officer Paul Blankinship contacted Faughn on Perkins Rd. and told him police received a call at 10:13 am on July 1 about a man touching his genitals behind a business just down the street, according to his affidavit filed last week.

   “He told me he was not…I asked him what he was doing that could be mistaken for (that). He said he was on a holy journey. He started talking about religion. I asked him if he had his penis out on this journey and he said he didn’t.

   “Officer Aaron Smittle contacted the victim after she came to our location. She identified Faughn as the person she observed…She said she was in the BancFirst drive-thru when she observed Faughn. She followed Faughn in her vehicle giving updates until we contacted him,” the officer alleged in his affidavit.

  About two months earlier, Faughn had been released from the Payne County Jail after serving 120 days for two misdemeanor counts of outraging public decency, court records show.

  Stillwater Police Officers Sherae LeJeune and Byron Goree had been sent to a hotel in the 700 block of E. Hall of Fame at 7:13 pm on Dec. 30, 2025, where a female employee “said an unknown male followed her into the public restroom and told her he was lonely. The male left the hotel and fled to the wooded area east of the property.” She said the encounter terrified her, the affidavit said.

   “We found a pathway in the tall grass off Hall of Fame Ave that led into the woods. We could not locate the suspect,” LeJeune wrote in her affidavit.

   About seven hours later at 2:07 am on Dec. 31, 2025, officers were sent to an apartment complex in the 800 block of E. Hall of Fame on a report of indecent exposure in which “The suspect knocked on the door of the apartment. The female occupant assumed it was her husband coming home from work. She looked through the peephole.

   “She observed the suspect with his hand down the front of his pants. Then he pulled the front of his pants down to expose his genitals. The suspect left the area with several items of his belongings but left behind a camouflage jacket.

   “Around 2:39 am, officers located John Allan Faughn, who matched the suspect description walking northbound behind Walmart, 111 N. Perkins Rd. toward the wooded area where Officer Goree and I previously searched. The witness identified him as the suspect. I was able to identify John as the suspect in this case based off body camera footage, and the jacket was the same one he was seen wearing at the hotel,” LeJeune wrote in her affidavit.
