(Stillwater, Okla.) — A Stillwater man who was convicted of drunk driving when he lived in Perkins has been jailed on $25,000 bail pending a Nov. 2 court appearance on a charge of molesting a 15-year-old girl in a trailer park on South Jardot in Stillwater.

Due to his criminal record, Joseph Allen Conkling, 38, could be given a sentence of 10 years to life in prison if convicted of lewd molestation after a former felony conviction, court records show.

Stillwater Police Officer William Cluck was dispatched to 810 S. Jardot shortly before 8 p.m. on Oct. 13 on a report of a disturbance, according to his affidavit.

“While en route, dispatch told me the suspect was a white male wearing an orange ball cap and a white shirt. Dispatch also told me that the suspect assaulted a young female and had been involved in a fight,” Cluck wrote in his affidavit.

“Upon arrival in the area I located a white male wearing an orange ball cap and a gray shirt stumbling down the street of the trailer park,” Cluck wrote in his affidavit.

After the officer arrested Conkling for public intoxication, “A 15-year-old female contacted me and told me that Joseph approached her as she walked into her yard,” Cluck alleged in his affidavit.

“She told me that Joseph got close to her and she told him to leave. She told me that Joseph reached down and ‘grabbed’ her vagina.

“A witness reported hearing the 15-year-old screaming and when they came outside, they reported seeing Joseph grab the female between her legs,” the officer alleged in his affidavit.

Conkling allegedly placed his hand between the girl’s legs and touched her vaginal area through her clothing, the affidavit said.

When Conkling was living in Perkins in 2007, he was charged with drunk driving on Halloween, leaving the scene of a property damage accident at Brushcreek and 92nd Streets, and failing to use a child restraint system, to which he pleaded guilty in 2008.

Conkling was given a five-year prison sentence of which he served about two years prior to his release in January 2011, state Department of Corrections records show.

Conkling had previously been placed on probation for knowingly concealing stolen property and marijuana possession in 1996 in Payne County, DOC records show.
