(Stillwater, Okla.) — A Stillwater man, who was accused in August of possessing a moped that was reported as stolen to Perkins police, has been jailed on $155,000 total bail pending Oct. 2 preliminary hearings on multiple charges including trafficking methamphetamine in June and July at his rural residence, damaging rural Stillwater oil well sites in November and October of 2023 by pulling copper pipe, and burglarizing property in October of 2023 in rural Cushing.
Flint Donavan Luster, 36, could be given as much as 89 years of incarceration if convicted of all of his charges including concealing a stolen tractor and car along with possessing methamphetamine and drug paraphernalia in December of 2023, a four-count charge on which he is due to appear in trial court on Oct. 15, court records show.
At the time of his latest arrest by the Payne County Sheriff’s Office on which $20,000 bail was set, Luster had been free on $135,000 total bail, which has been reinstated by his bondsman, court records show.

According to an affidavit by Deputy William Bowen, at 1:20 pm on Aug. 27 he responded with other deputies to Luster’s rural Stillwater residence on S. Jardot to serve an outstanding city of Stillwater arrest warrant.
“Deputy Brown was instructing Flint to exit the residence because we had a warrant for his arrest. Flint was talking and ultimately said that he needed to put on some clothes before he came out. Deputy Brown looked into a window on the east side of the house and could see Flint coming out of the bathroom. He continued to not come out.
“I began knocking on the bathroom and his bedroom windows trying to get him to come out. As I came around to the west side of the house, I saw Deputy Kramer giving Flint instructions to turn around,” for arrest on his outstanding city of Stillwater warrants, Deputy Bowen alleged in his affidavit.
After arresting him, “I returned to speak with other deputies. We had noticed fresh copper sheathing laying around on the front porch. We walked around the property looking for other evidence of copper theft. We did locate a large amount of copper sheathing in various parts of the yard.
“Deputy Kramer located a black and red 2018 Honda moped,” that had been reported to Perkins police on March 2 as stolen, the affidavit alleged. Perkins Police Officer Bradley Hunter requested the moped be impounded so that the owner could be notified, the affidavit alleged.
“I went to advise Flint that he was now under arrest for the possession of a stolen vehicle. Flint said it was not a vehicle because it did not have to be tagged; however, the previous owner had it tagged with the state of Oklahoma,” but the tag was removed from the moped, Deputy Bowen alleged in his affidavit.
“Flint said he did not have a bill of sale but could call the guy he got it from. I told Flint he had bought it and was in possession of it and it was stolen. The moped was reported stolen from the registered owner 3/2/2024, and he stated that it had been missing 6-8 weeks prior to his report which puts it in January of 2024,” Deputy Bowen alleged in his affidavit.
