(Stillwater, Okla.) – A Stillwater man on probation for attempting to manufacture methamphetamine in Stillwater and possessing a precursor with intent to manufacture a drug in Perry has been charged with possessing a 32-foot travel trailer on July 22 that had been stolen from Oklahoma State University’s Shoup Fisheries Management Lab.
An arrest warrant was issued on July 27 for Dallas Layne Martin, 47, but he has not been taken into custody, according to court records.
Due to his criminal record, Martin faces a prison term of six years to life if convicted of knowingly concealing stolen property after a former felony conviction, court records show.
Payne County Sheriff’s Deputy Dalton Ross was dispatched at 7:11 a.m. on July 22 for a welfare check at Airport and Sangre Road, according to his affidavit.
Martin was found slumped over the steering wheel of a pickup, still in drive, at the intersection, the affidavit said.
“I reached in the window and put the vehicle in park and attempted to wake Mr. Martin up,” the deputy wrote in his affidavit.
“Mr. Martin seemed confused with what was happening now or what he was doing prior to him stopping at the intersection. I asked him if he was taking any medication and he stated he had not taking any medication for a couple of months,” the deputy wrote in his affidavit.
A white two-axle camper was hooked up to Martin’s pickup, but “he could not tell me any basic information that led me to believe he was the owner of it,” the deputy wrote in his affidavit.
“I asked him if he stole the camper and he said he was unsure, but he hoped he didn’t. The camper door was locked and Mr. Martin did not have a key to open it.
“Mr. Martin told me he did take an Ambien last night and that he feels like everything was a dream and doesn’t remember anything after taking it,” the deputy wrote in his affidavit.
“I had Mr. Martin contact a friend that was able to give him a ride because I did not feel it was safe for him to be driving. I then had him unhook the camper and advised him that I was going to be taking the camper to one of our facilities in case the camper got reported stolen at a later date,” the deputy wrote in his affidavit.
About six and one-half hours later, Payne County Sheriff’s Deputy Justin Henninger heard OSU police broadcast at 1:40 p.m. that a camper was stolen from the OSU Shoup Fisheries Management Lab, the affidavit said.
The camper, which Deputy Ross had recovered, was identified as the same one stolen from OSU, the affidavit alleged.
At the time of the incident, Martin was already on probation for 15 years for attempting to manufacture methamphetamine and possessing the drug, both in Stillwater in 2010. As a probation condition, Martin was ordered to enroll in the Payne County Drug Court program, which he completed a year later, court records show. Martin was also given a concurrent 10-year suspended sentence for possessing a firearm during the commission of those felonies, court records show.
Martin was also on two concurrent 15-year suspended sentences for possessing a precursor with intent to manufacture a drug in Perry and possessing a drug with intent to distribute, both in Perry in 2010, court records show.
Martin was also on a one-year suspended sentence for domestic violence in 2017 in Stillwater for which he was ordered last December to take a 52-week batterers’ intervention course as a condition of his probation, court records show.
