(Stillwater, Okla.) — A Stillwater man was charged Tuesday with second-degree murder for allegedly driving under the influence of an intoxicating drug on Union Road two miles north of Ripley during a fatal one-car crash on July 11 that took the life of his passenger.
Bail for Richard Randall Catlett, 57, was set at $100,000 Tuesday at his arraignment by video from the Payne County Jail, court records show.
The victim was identified at the time of the collision investigated by the Oklahoma Highway Patrol as Linda Kimble, 41, of Stillwater, who was pronounced dead at the scene.
Catlett was also charged Tuesday with possessing a drug on Monday when he was arrested by the Oklahoma State University Police Department, court records show. His bail was set at $5,000 on that misdemeanor count. Catlett was ordered to appear in court on both charges with an attorney on Oct. 26.
At the time of the fatal collision, Catlett was already on a seven-year suspended sentence from Oklahoma County for first-degree burglary in Oklahoma City in 2016, court records show.
In 2011, Catlett had been charged with felony methamphetamine possession in Stillwater to which he pleaded guilty in 2012; Catlett was given a five-year deferred sentence with a order to enroll in Payne County Drug Court from which he graduated on Feb. 13, 2014, court records show.
In 2010, Catlett had been charged with driving under the influence of intoxicants in Stillwater to which he pleaded guilty in 2011; Catlett was given a one-year deferred sentence and completed a 45-day treatment program on March 22, 2012, court records show.
If convicted of second-degree murder, Catlett could be imprisoned for 10 years to life, according to the charge filed by Payne County First Assistant District Attorney Kevin Etherington on Tuesday.
