STILLWATER — A 24-year-old Stillwater man, who reportedly said he was being chased by someone in a blue Ford before colliding head-on with a white SUV, has been jailed on $25,000 bond pending a June 1 court appearance on a charge of driving under the influence of a drug that resulted in a leg injury to the SUV driver.
If convicted of his felony DUI count, Connor Jesse Rupe could be imprisoned for four to 20 years; if convicted of his misdemeanor counts of transporting an open container of whiskey and having drug paraphernalia including a loaded marijuana packer, Rupe could be jailed for 18 months, court records show.
Following the crash between Rupe’s red sedan and the white SUV in the 600 block of N. Stallard St. at 7:51 pm on Sept. 14, 2025, Rupe refused a blood test for intoxicants, but after a judge issued a search warrant for a blood draw, it was taken at the Stillwater Medical Center and sent to the Oklahoma State Bureau of Investigation for analysis, an affidavit alleged.
The OSBI lab report identified in Rupe’s blood the drugs, methamphetamine, amphetamine, Hydroxy-THC, THCA and THC, Stillwater Police Officer Jonathon DeVore alleged in an affidavit filed with the charges in April.
Inside his vehicle, which was searched on another judicial warrant, police found an opened Kentucky Deluxe whiskey bottle containing liquid, a plastic tube labeled “Dragon Fruit” with a green leafy substance, a glass smoking pipe containing burnt residue, a glass water “bong” containing liquid and a wooden spring-loaded marijuana packer, the affidavit alleged.
“I was advised by other officers on scene that Connor (Rupe) and (his passenger) had been leaving a nearby neighborhood after an alleged assault and were reportedly being chased by another subject in a blue Ford. All subjects were later taken to Stillwater Medical Center for treatment.
“I was later advised at the hospital by Officer Mobus that he advised Connor of his Miranda rights. Connor had stated that after the alleged assault, he did not ‘have time’ to call police. Connor stated that he was driving approximately 50 mph in an attempt to get away. This speed puts Connor operating his vehicle 15 mph over the posted 35 mph speed zone on Stallard St. Connor admitted to smoking marijuana earlier in the day,” Officer DeVore alleged in his affidavit.
The injured driver said that “as she was driving south on Stallard St., she observed the red sedan driving toward her. She stated that the red sedan began to drift over into her section of the roadway. She stated that she tried to swerve to the right (west) away from the oncoming vehicle and struck the curb on the west side of the roadway. She stated that the red sedan continued to move into her path, and the vehicles struck driver front corner to driver front corner.
“I observed that her vehicle came to rest facing south along the west curb. I observed that the red sedan came to rest facing approximately northwest west. Medical personnel arrived on scene and began assisting her and (her passenger,)” Officer DeVore alleged in his affidavit.
Stillwater hospital records showed that she “suffered a ‘displaced fracture of lateral malleolus of right fibula’ as a result of the collision,” the affidavit alleged.
