(Stillwater, Okla.) — Authorities are searching for a Stillwater man accused of providing enough alcohol to get a 13-year-old female relative intoxicated and sexually abusing her at his residence in the 3900 block of W. Westbrook Drive on three occasions.
An arrest warrant was issued on June 3 for Charles Scott Cartwright, 35, but he was not in the Payne County Jail this afternoon, a sheriff’s spokesman told KUSH.
The girl said “it happens only on holidays and when she is allowed to consume alcoholic beverages,” Stillwater Police Officer Shawn Millermon alleged in an affidavit.
When Cartwright was interviewed after a search warrant was served at his residence, he denied the allegations and called the girl a liar, the affidavit alleged.
The Stillwater officer had been sent on May 24 to the Stillwater Medical Center emergency room to assist in investigating the sexual assault of a minor female, his affidavit said.
When the girl was interviewed the next morning at the Saville Center, “she disclosed that on May 22, 2020, she had been drinking with Scott Cartwright in his garage when he took her to the backyard of his home,” and sexually assaulted her, the affidavit alleged.
The girl “stated this was not the first time Scott had sexually assaulted her. (She) disclosed that on March 17, 2020, and on Dec. 23, 2019, Scott sexually assaulted her,” the affidavit alleged.
“During the incident on March 17, 2020, (the girl) stated she again was allowed to drink in the garage with Scott. (She) stated Scott carried her to the sun room,” where she was assaulted, the affidavit alleged.
“During the incident on Dec. 23, (the girl) stated she and Scott had been drinking in the garage. (She) stated she remembered waking up to Scott being on top of her and she was naked,” the affidavit alleged.
If convicted of three counts of child sexual abuse by lewd molestation and/or sexual intercourse with the girl, Cartwright could be given as much as three life prison terms.
