  (Stillwater, Okla.) — A 36-year-old Stillwater man has been jailed on $100,000 bail pending his arraignment on Dec. 5 with an attorney on a charge of raping a 16-year-old girl while she was unconscious from alcohol and marijuana intoxication.
    If convicted of first-degree rape, Justin Armand Lowe, whose middle name has also been spelled as Armond, could be given a prison term ranging from five years to life, according to the charge filed last week.
    Several witnesses “provided similar stories of what occurred on 10/17/24 and into the early morning hours of 10/18/24,” Stillwater Police Detective Mary Kellison alleged in an affidavit. A woman said, “several people in her residence were all partaking in drinking liquor, beer, and smoking marijuana,” the affidavit alleged.
    She said that the 16-year-old “had beer, about six shots of a liquor known as Hypnotic, some shots of Hennessey whiskey, and marijuana,” the affidavit alleged.
    She said that about 4:30 am, “she and the people in her residence were going to wind down for the night and go to bed,” the affidavit alleged.
    She said that she and a girlfriend were sleeping on an air mattress in the living room, while the 16-year-old was supposed to sleep on another air mattress in the living room and Lowe was supposed to sleep in the dining room, the affidavit alleged.
    She said that Lowe laid down on the girl’s air mattress; then the girl laid down on the same air mattress and passed out, the affidavit alleged.
    After the woman and her girlfriend heard noises, she went to her brother, “who then turned on the light in the living room and told everyone to get up,” the affidavit alleged.
    She said that Lowe told her brother to turn the light off, but he refused to do so, the affidavit alleged.
    She said that Lowe held a blanket covering himself, while the girl was still passed out on the air mattress, the affidavit alleged.
    The woman said that when she confronted Lowe later about the incident, he minimized what happened and made the comment, “I’m going to jail,” the affidavit alleged.
    The girl’s friends took her home where her parents called police, the affidavit alleged.
    After filing a police report, the girl’s parents took her to the hospital to be examined and have a Drug Facilitated Sexual Assault kit performed, the affidavit alleged.
    Lowe was arrested on Oct. 22 and questioned by the detective, to whom he made certain admissions, the affidavit alleged.
