(Stillwater, Okla.) — The prosecution has dropped a felony charge accusing a 58-year-old Stillwater man of engaging in a sexual act with an inmate while he was a guard at the Cimarron Correctional Facility in Cushing in 2017, court records showed today.
The former guard, Terry Lyn Sneed, has completed four years of treatment, Associate District Judge Stephen Kistler was advised by the prosecution when the case was dismissed in court last week.
While CCF Facility Investigator Gregg Jones was conducting an interview with an inmate on Jan. 31, 2017, on an unrelated matter, the inmate allegedly “disclosed he engaged in a sexual act with Correctional Officer Terry Sneed approximately two weeks prior in the staff bathroom of Fox Hall,” according to an affidavit by state Department of Corrections Agent Randy Knight.
The inmate, who is no longer in prison, “reported Officer Sneed entered the Fox Unit and requested him to clean the staff bathroom,” in which Sneed performed an oral sex act on him, the affidavit alleged. The inmate “further reported Sneed removed him from Fox Unit several days later and kissed him in the same staff bathroom of Fox Hall,” the affidavit alleged.
The inmate reported that he cleaned the staff bathroom and re-entered to distribute toilet paper, the affidavit alleged. The inmate claimed, “Sneed entered the room and closed the door out of the view of the camera and additional employees,” the affidavit alleged.
The inmate reported that Sneed kissed him and performed oral sex on the inmate, the affidavit alleged.
The inmate reported that both incidents occurred between 11 pm and 2 am, the affidavit alleged.
Video footage from the facility’s camera system depicted that on Jan. 11, 2017, Sneed entered the staff bathroom at Fox Hall with the inmate and closed the door at about 11:36 pm, the affidavit alleged.
The inmate “reported Sneed had sent his mother $40 through the mail with a note attached,” which she confirmed she received from an unknown sender, the affidavit alleged.
When the DOC agent interviewed Sneed at the Cushing prison, Sneed admitted to performing an oral sex act on the inmate in the staff bathroom of Fox Hall on Jan. 11, 2017, at about 11 pm, the affidavit alleged.
Sneed admitted he closed the door to the bathroom after which the sex act occurred, the affidavit alleged.
Sneed also admitted that a few weeks later, he and the inmate kissed in a closet near the staff bathroom of Fox Hall, the affidavit alleged.
Sneed also admitted that he sent $40 to the inmate’s mother through the mail with a note attached, the affidavit alleged.
“Sneed reported he was trying to help (the inmate) acquire food items and denied sending the money as an attempt to prohibit (the inmate) from reporting the oral sex incident,” the affidavit alleged.
