STILLWATER – Longtime Stillwater businessman Tom J. Dugger announced he will be seeking reelection for the Oklahoma State Senate District 21 a seat he has held since 2016.  Oklahoma Senate District 21 composes all of Payne County.


“Payne County is my home, and has been very good to me and my family,  four years ago we ran a successful grassroots volunteer based campaign and I intend to do the same in this election, said Dugger who owned a Stillwater certified public accounting firm from 1986 to 2018. “My wife, Ann and I consider it one of the greatest honors of our lives to serve as your state senator.  I am hopeful the people of Payne County will allow me to continue the work I started four years ago.  While serving on the appropriations committee I voted to shore up the “rainy day” fund which will play a significant role in our current time of crisis.”


“Additionally, I believe in balanced taxation and supported legislation to level the playing field between our local businesses and large multistate corporations.  This allow for the state to fund the largest education pay raise in more than a decade.”


A certified public accountant, Dugger has over 45 years of experience in audit, tax, and corporate accounting. He graduated from Oklahoma State University where he was inducted as a member of the honorary scholastic fraternity Phi Kappa Phi and was recognized as a Distinguished Accounting Alumnus in 2005.  He is a former member of the Oklahoma Board of Accountancy, a past board member of the Oklahoma Society of CPA’s where he received the Public Service Award in 2002. In 1995, he was honored as the United States Small Business Administration Advocate of the Year.


Dugger has served as a board member of the Stillwater chapter of the American Red Cross, the nonprofit organization Matthew 25:40 Mission, Inc. and Turning Point Ranch (a therapeutic riding center for disabled children) and is a member of Frontier Rotary Club and the American Legion. He enjoys volunteering with many other local organizations.  He was awarded the Stillwater Chamber of Commerce’s Distinguished Chairman’s Award for his service to the chamber. He is a past member of the Oklahoma National Guard and an Eagle Scout, conferred by the Boy Scouts of America.


Dugger has been married to Ann Dugger, Ed.D., for 50 years. Ann, a retired Title 1 Reading Specialist in the Stillwater Public Schools, is an adjunct professor in OSU’s College of Education and Human Services. They have one son, Jim, who resides in Dallas with his wife Emily. The Duggers are members of First Christian Church of Stillwater.
