(Stillwater, Okla.) — A 39-year-old man has been jailed on $100,000 bail pending his arraignment Thursday on a Payne County charge of trafficking fentanyl in Yale — five days after he was placed on probation for driving under the influence of marijuana in Pawnee County.
Ramon Salvador Lujan of Cleveland was arrested at 8:49 pm on Nov. 13 in rural Yale by Payne County Sheriff’s Deputy Jeff Kramer, who had been sent to a residence on a disturbance, according to his affidavit.
“Ramon stated that he and (a woman) had a verbal argument and (she) kicked Ramon out of the truck. Ramon said he came to this residence to ensure (she) could not find him,” the deputy alleged in his affidavit.
Although Lujan was listed in court records as living in Cleveland, when the deputy asked him where he lived, he said Chandler, the affidavit alleged.
“I informed Ramon I could not take him there but could give him a ride to the Payne and Lincoln County line; Ramon agreed to the ride,” the deputy alleged in his affidavit.
“As part of officer safety and a procedure I do whenever I give a ride, I do a pat down for any weapons. When we got to the passenger rear side of my patrol vehicle, I asked Ramon if he had anything on his person and if I could pat him down for any weapons,” to which he agreed, the deputy alleged in his affidavit.
“As I was patting down his left side in the back pocket of Ramon’s pants, I felt what, in my training and experience, appeared to be a glass pipe commonly used in smoking methamphetamine. Ramon then informed me there was a dollar bill in his front left pocket containing drugs.
“I placed Ramon under arrest for the drugs and paraphernalia, put handcuffs on his wrists, placed him in the prisoner transport of my patrol unit, and left the residence,” the deputy alleged in his affidavit.
“Arriving at Eagle and Highway 51, I realized I did not double lock the handcuffs. I told Ramon that I was going to get him out of the car and double lock the handcuffs. As I opened the door, Ramon put his left foot out the door.
“I thought he needed help with his shoe. Ramon said no he did not and to look in his sock. I looked and saw a clear plastic baggy with a crystal-like substance inside. I thanked Ramon for the honesty and if he had brought the drugs into the jail, it would have been another charge,” the deputy alleged in his affidavit.
After taking him to jail, the deputy field-tested the contents in the clear wrapper and the clear baggy, which were both positive for fentanyl, the affidavit alleged.
According to Pawnee County court records, only five days earlier Lujan had been placed on three years’ probation for driving under the influence of marijuana along with possessing the drug and drug paraphernalia while driving on a suspended license, all in Cleveland in September.
