OSBI Investigates Pawnee County Emergency Management Director for False Personation of a Public Officer

On January 10, 2018, the Pawnee County Sheriff Mike Waters and the Oklahoma Highway Patrol requested the OSBI investigate allegations of Pawnee County Emergency Management Director Mark Randell (date of birth: 4/11/74) for impersonating a police officer.

 
On several occasions between April 2015 and January 2018, Randell was reported to have responded to emergency calls for service, made a traffic stop, and made an arrest, all while taking action and having an appearance that would lead a reasonable person to believe he was a police officer.

 
An investigation was conducted and submitted to the district attorney for consideration. On November 20, 2018, a misdemeanor warrant was issued for Randell for impersonating a public officer and arresting without authority.
