(Stillwater, Okla.)  In a case investigated by Yale Police Chief Phillip Kelly, a homeless man — who is on probation for trafficking methamphetamine in Cushing — has been ordered into the Payne County Drug Court program for possessing methamphetamine in Yale.

Jeremy Jason Preeo, 37, was given 10 years’ probation except 60 days in jail, with an order to undergo random drug tests, comply with the methamphetamine registry, and pay $1,250 in fines and assessments, in a plea bargain approved by Associate District Judge Stephen Kistler last week.

Preeo, who said he was homeless in his written guilty plea, was listed as living in Glencoe and Stillwater on court documents. He was released from the Payne County Jail Friday, since he was given credit for the jail term that he had already served.

The Yale police chief was getting into his vehicle at Bulldog Express convenience store at 4:30 p.m. on May 28 when he saw Preeo, who had three Yale municipal arrest warrants, according to an affidavit.

“I met Preeo coming out of the store and I advised him of the warrants. Preeo asked me what was going to happen to him. I advised him he was under arrest,” the Yale police chief wrote in an affidavit.

“Preeo took off running eastbound towards Dollar General. I chased Preeo on foot for approximately 100 yards and I told him to get on the ground.

“Preeo finally dropped to the ground by the front door of the Dollar General,” and was handcuffed at 4:39 p.m., the affidavit said.

“Assistant Chief Moore arrived at the scene and did a pat down on Preeo,“ who had two small baggies of methamphetamine in the coin pocket of his jeans, the affidavit said.

At the time of his arrest in Yale, Preeo was already on 10 years’ probation he received in 2007 for trafficking methamphetamine in Cushing in 2005, court records show. Preeo had also been given five years’ probation for child endangerment in that case.

Preeo was also already on probation for possessing a stolen vehicle in Payne County in 2011, for which he was given a six-month jail term followed by a four and one-half year suspended sentence, court records show.
