(Stillwater, Okla.) — An arrest warrant has been issued for a 20-year-old Ada man accused of exposing his private parts to a woman at the Brumley Laundry on the Oklahoma State University campus in Stillwater.
If apprehended and convicted of indecent exposure, William Robert Estis could be given as much as a 10-year prison term and a $20,000 fine, according to the Payne County charge filed on Dec. 20.
OSU Police Officer William Patterson wrote in an affidavit that at 3:38 pm on Dec. 3 he spoke to a woman who said she was getting clothes out of one of the dryers at Brumley University Laundry at about 3 pm when “an unknown male approached one of the dryers to her right and exposed his penis and testicles.”
She said, “the male was standing up and had the button and zipper down to his pants with his genitals hanging out. (She) stated she said something to the effect of ‘Gross, is that your dick?’ (She) stated the male stated ‘Oh. Whoops, sorry, that just happens.’
“(She) stated she said something to the effect of ‘No, that’s not something that just happens.’ She stated the male stated ‘Yes, it is’ or something similar to that. She stated she couldn’t remember if she told the male to leave or if he left on his own,” the affidavit alleged.
She said she called her boyfriend, who lives in a Brumley apartment. She said while leaving the laundry, she saw the male outside in the courtyard and her boyfriend snapped a photo of the suspect, which was emailed to Officer Patterson, the affidavit alleged.
She said, “she believed the suspect might still be on scene at Brumley or returning soon because the male suspect had clothes in the dryer,” the affidavit alleged.
“I searched the area but was unable to locate the male suspect. Officer Abad advised he obtained names of individuals who had swiped into the Brumley Laundry Room during the indecent exposure. Brumley Laundry has a single locked door that can only be accessed by swiping an OSU ID card.
“The only male who had swiped in to gain access to the Brumley Laundry Room during the time frame of the indecent exposure was Estis, William Robert. OSU investigations advised me Estis was a suspect in a sex-related offense in Ada,” Officer Patterson alleged in his affidavit.
“While waiting at Brumley Laundry, a tall white male entered the room. The male stated he was just going to remove his clothes real quick out of the dryer and stated, ‘I’m like 90 percent sure you’re here to talk to me. I asked the male what his last name was, and he advised ‘Estis.’ Estis then stated, ‘not quite sure why you wanna talk to me, but I’m willing to talk to an extent.’
“I asked Estis what made him think we were there to talk to him. Estis stated his ex-girlfriend was shown a photo of him and was asked if anyone had seen him. Estis also stated his girlfriend received a phone call from the OSU Police Department shortly before I came into contact with Estis.
“I advised Estis the reason we were speaking to him was because we received a call that a male exposed his penis inside of the laundry room. Estis stated, ‘I was worried about that.’ Estis went on to say he had been in and out of the Brumley Laundry…Estis went on to describe (the woman) and what she was wearing.
“Estis went on to say he entered Brumley Laundry, and it was just him and her inside. Estis stated he nodded at her, and she stated ‘hello.’ Estis stated he said ‘hi’ back to her. Estis stated he ultimately left because he was getting ‘weird vibes’ from her.
“Estis denied ever showing his genitals to her. Estis did admit to being in the same room as her alone, and that he spoke to her. Estis was ultimately released and was advised the charge of indecent exposure would be forwarded to the Payne County District Attorney’s Office,” the affidavit alleged.
