  (Stillwater, Okla.) — A Lincoln County man, who was convicted of two counts of indecent exposure in Cleveland County in 2018, has been charged in Payne County with indecent exposure in the Cushing McDonalds parking lot, court records show.
    Due to his criminal record, Andrew Bradley Waits, 26, of rural Chandler, could be imprisoned for 60 days to life if convicted of his Payne County charge filed last week.
    Waits was arrested by Cushing Police Sgt. Jack Ford at 8:26 am on March 28 and released from the Payne County Jail on $5,000 bail on March 31 pending an April 30 court appearance.
    When the police sergeant was sent to the Cushing McDonalds, a witness “waved me over and was pointing to a small silver car parked in a parking spot on the east side of the building,” according to Ford’s affidavit.
    The witness said that he and another man were on the McDonalds’ roof changing filters when the other man saw Waits “sitting in the driver seat with no clothes on,” while fondling himself, the affidavit alleged. The witness said that he walked to the edge of the roof and saw the same thing, the affidavit alleged.
    “Waits denied that he was doing this and told me that he is a rapper, and he was listening to music and pounding his chest to the beat of the music,” the police sergeant wrote in his affidavit.
    “I then made contact with the manager inside of McDonalds to see if I could review the video,” and was told “you can see the car but could not see inside the car,” the police sergeant wrote in his affidavit.
    After taking statements from two witnesses, the police sergeant arrested Waits, his affidavit said.
    According to court records, Waits had been placed on five years of probation for two counts of indecent exposure in Cleveland County in 2018.
