(Stillwater, Okla.) — A Glencoe man, who was president of Student Council and Future Farmers of America when he was in high school, has been given a 12-year prison term followed by 13 years of probation for sexually abusing a young female relative when he lived in Stillwater.

Without a plea bargain with the prosecution regarding his sentence, Cody Ryan Murphy, 36, admitted his guilt to six counts of lewd or indecent proposals to a child and one count of forcible oral sodomy on the girl after showing her pornography, court records show.

Murphy was sentenced on Oct. 13 by Payne County Associate District Judge Stephen Kistler, who told him that when he is released from prison to probation he must register as a sex offender and undergo polygraph examinations, court records show.

Murphy was also ordered to pay $1,772 restitution for the counseling that the girl and her mother have received, court records show.

The sexual abuse that occurred during a four and one-half year period beginning when the victim was 6-years-old came to light last year when the then 11-year-old girl wrote a letter to her mother “stating he molested her,” a petition for an emergency protective order obtained by the girl’s mother said.

Murphy, who was arrested on Feb. 12, 2014, by Stillwater Police Detective Inspector Greg Miller, was free on $40,000 bail until being sentenced to prison last week, court records show.

Oklahoma Department of Corrections Probation and Parole Officer Billy Laster recommended in a pre-sentencing investigation for the judge that Murphy be given a prison term.

“Many times during the interviews, Murphy would state ‘he let (the victim’s) curiosity get the best of him…He continued to place some of the blame on (the victim) for his illegal acts.

“Although he does not deny the allegations he has been charged with, he does not appear to take full responsibility for his actions.

“It is his desire to remain in the community and continue sex-offender treatment.

“When asked what punishment would be fair and applicable if this offense was committed by someone else, he stated ‘the crime deserves incarceration,’” the DOC Probation and Parole Officer noted in his report to the court.

“All of his actions occurred over the course of several years,” the report said.

Murphy’s account said that he “manipulated her curiosity and groomed her into an on and off relationship for four and one-half years during which we engaged in inappropriate sexual behavior,” the report said.

Murphy said he grew up in Glencoe “with a great family,” the report said.

“In the autobiography, Murphy stated he was highly involved in extracurricular activities such as baseball, basketball, track and field as well as holding leadership positions such as the student council where he served as president and Future Farmers of America where he also served as president,” the report said.

Murphy, who graduated second in his class from Glencoe High School in 1997, obtained a degree in agribusiness from Oklahoma State University in 2002, the report said.

At the time of his arrest last year, Murphy was working as an oilfield pumper, the report said.

“In April 2011 and until May of 2013, Murphy and his wife were house parents in Hot Springs, Arkansas, through Assemblies of God National Youth Ministries (AGFSA),” where they supervised girls between the ages of 13 and 18, the report said.

Advised of the charges against Murphy, the executive of that organization known as “Compact Family Services,” said he was in complete shock, the report said.

“He denied Murphy had ever been the source of a complaint or that his organization had any issues with him while Murphy and his wife were employed through his organization,” the report said.

The executive director of AGSFA/Compact Family Services, which is licensed by the Arkansas Health Department, described Murphy as a “strong personality,” or “his way or the highway,” the report said.
