STILLWATER — A former Oklahoma State University student has admitted to possessing eight stolen credit or debit cards — most of which were in wallets taken at the OSU Colvin Center — and using a stolen credit card to buy items at two Stillwater stores.

Quincy Phillip Collins, 20, who pleaded guilty to an eight-count charge June 20, has a plea bargain to receive probation at his Dec. 19 sentencing before Payne County District Judge Donald Worthington.

Most of the wallets were reported as stolen from the OSU Colvin Center between December 2007 and February 2008, according to an affidavit by OSU Police Detective Larry Crites.

One student said that he lost his wallet while walking on the OSU campus and another student said that he knew his wallet was stolen, but he had not filed a report with police, the affidavit said.

OSU police recovered four stolen wallets and another student’s bank card from Collins’ domitory room on campus, while another stolen wallet was found in Collins’ car, on search warrants, the affidavit said.

Collins was an OSU student in the spring when he was arrested by the OSU detective, university officials said. Collins listed a Tulsa address when he posted $10,000 bail in March, court records show.

Collins had used a stolen credit card on Dec. 7, 2007, the same day it was taken from the OSU Colvin Center, Crites’ affidavit said. Collins used it at Hibbett’s Sporting Goods and at a Wal-Mart Store, which had video surveillance of Collins, the affidavit said.

A convenience store employee provided in March a picture showing a car that looked like Collins’ vehicle getting gasoline with a stolen credit card, the affidavit said.

When the OSU detective went to Collins’ dormitory room to interview him, Collins denied having any involvement with theft or the use of stolen credit or debit cards, the affidavit said.

While the detective was standing in the doorway of Collins’ room, the detective saw a Play Station 3 and recalled that one was purchased at Wal-Mart with a stolen card, the affidavit said.

Collins grabbed two wallets and attempted to conceal them in his jacket, the affidavit said.

One wallet had Collins’ information, while another wallet was determined to have been stolen from the OSU Colvin Center, the affidavit said.

When the detective searched Collins’ room, he seized the Play Station 3, along with a receipt behind his television showing that it was bought with a stolen credit card at Wal-Mart, the affidavit said.

The detective also found a backpack containing four wallets with other individuals’ identifications and credit cards, the affidavit said.

All of those wallets were verified as being stolen from the OSU Colvin Center, the affidavit said.

Collins has pleaded guilty to two counts of knowingly concealing stolen property, four counts of possession of a stolen credit or debit card and two counts of unauthorized use of a credit card, court records show.
