STILLWATER — An ex-convict with a 35-year criminal record in Payne County has been jailed on $25,000 bond pending a preliminary hearing on Jan. 7, 2026, on a felony charge of being a felon in possession of a firearm along with a misdemeanor charge of assault on Stillwater Police Officer Joey Johnsonbaugh.
Ronald Ray Boyd, 56, of Stillwater, who had been released from prison in May of 2024 after serving about seven months on his fifth drunk driving conviction, “stated that he didn’t want to go to jail and as Officer Johnsonbaugh advised him to calm down,” Stillwater Police Officer Lionard Fombe alleged in an affidavit.
“Ronald started walking toward the store in a hurry where other cars were parked, and Officer Johnsonbaugh told him to not walk away. Officer Johnsonbaugh stated he tried approaching Ronald, but he stopped and threw a black bag in his direction.
“Officer Johnsonbaugh stated he ducked to avoid it hitting him in the head. Officer Johnsonbaugh then grabbed Ronald by the shirt and pulled him to the ground where he ended up on his stomach and was placed in handcuffs by Officer Osiek.
“I passed possession of Boyd to other officers on scene and went to retrieve the bag Boyd threw at us. While searching it, I located a chamber-loaded Browning pistol,” Officer Fombe alleged in his affidavit.
Stillwater police had been sent at 7:35 pm on Oct. 20 for an emergency protective order violation at a house where a woman said there was not an active one, but that Boyd had been trespassed from the property at 7:05 am, which another officer verified, the affidavit alleged.
The woman said, “she was scared Ronald would come back to the residence and hurt her. I stated to (her) we would continue searching the area for him. I advised her to get back into her residence and lock all doors,” Officer Fombe wrote in his affidavit.
“Shortly after telling (her) to lock her doors, Officer Johnsonbaugh advised over the radio he was out with Ronald,” at a convenience store on Perkins Road. “As I pulled up to the gas station, I saw Officer Osiek quickly exit his vehicle. I pulled further south of him and saw Ronald run away from Officer Johnsonbaugh and throw a bag at him.
“I exited my vehicle and noticed Officer Johnsonbaugh and Officer Osiek had Ronald on the ground. I observed as Officer Osiek had a pistol that was retrieved from Ronald’s belongings,” Officer Fombe alleged in his affidavit.
Due to Boyd’s criminal record, which includes two convictions for drug possession, one for being a felon in possession of a firearm, and five for drunk driving, Boyd could be given as much as a life prison term if convicted of being a felon in possession of a firearm on Oct. 20. Boyd could be given up to six months in jail if convicted of assault on a police officer.
