(Stillwater, Okla.) — An ex-convict who allegedly struggled with Perkins Police Chief Robert Williams in the Iowa Tribal Casino parking lot has been ordered to appear in court Friday on charges of methamphetamine possession in Perkins and forgery in Cushing.
Ryan W. Mohler, 32, of Stillwater, who got out of prison a year ago, remains free on $30,000 total bond on his four felony charges in Payne County District Court.
In a three-count case, Mohler was charged with Ashley Dawn Johnson, 23, of Stillwater, with offering to exchange at the Bank of Cushing on Nov. 12 a forged check for $485, on Nov. 15 a forged check for $611, and on Nov. 17 a forged check for $483 — all allegedly stolen from a Cushing couple.
At the time, Mohler was free on $20,000 bail on charges of possessing methamphetamine and two hypodermic needles on Sept. 16 in Perkins, court records show.
In that incident, Perkins Police Deputy Chief Steve Hensley wrote in an affidavit that shortly before 9 a.m. Sept. 16, he was advised that a stolen vehicle was coming from Stillwater into Perkins east on Freeman Street.
“Chief Williams and I made contact with the vehicle in the west parking lot of the Iowa Tribal Casino. Chief Williams made contact with the driver, while I contacted dispatch and advised them that we are out with the stolen vehicle.
“At this time, I saw Chief Williams fighting with the driver. I then ran up to the vehicle to assist Chief Williams,” Hensley wrote in his affidavit.
“When I got to the vehicle, the driver took off in the vehicle with Chief Williams inside the vehicle,” which traveled about 30 feet before the chief could put the vehicle in park, Hensley wrote in his affidavit.
“I Deputy Chief Hensley jumped into the passenger side of the vehicle and turned off the ignition and assisted Chief Williams,” who pulled Mohler out of the vehicle, the affidavit said.
“Mohler then tried to pull away from Chief Williams. Chief Williams then took Mohler to the ground, and while we were trying to handcuff Mohler, Mohler was still resisting,” the affidavit said.
“I advised Mohler to stop resisting or I was going to tase him. Mohler still was resisting and not obeying our commands, so at this time, I drove stunned Mohler’s neck with the taser. Mohler then complied with our commands,” the deputy chief wrote in his affidavit.
When Mohler was handcuffed and patted down for weapons, a small black pouch fell out of his pocket that had a small baggie containing a substance which field-tested as methamphetamine, the affidavit alleged.
Two hypodermic needles were also found in his right back pocket, the affidavit alleged.
Mohler, who got out of prison in September 2009, has 2003 convictions for drug and firearm possession in Comanche County and 2007 convictions for endeavoring to manufacture a drug, second-degree forgery and drug distribution, all in Carter County, state Department of Corrections record show.
Mohler had previously been placed on probation for second-degree forgery and conspiracy to commit a felony, both in 2007 in McClain County, DOC records show.
