(Cushing, Okla.)  On March 15, 2015 just after 1:00 a.m. while working a call in the area of 2nd and Steele Street, Cushing Police Officers Acting Sergeant Justin Sappington and Officer Casey Perry were flagged down by a white male, later identified as Thomas Plummer, 26 year old Cushing resident.

During the contact with Plummer, Sgt. Sappington had communications complete a check for outstanding warrants on Plummer. Communications later advised that Plummer had four outstanding Payne County Warrants.

Sgt. Sappington then advised Plummer of the outstanding warrants and that he was under arrest. Plummer then raised his hands above his head and began to slowly back away from the officers. Plummer then said, “I gotta show you something.” At that time, Sgt. Sappington and Ofc. Perry grabbed Plummer’s arms and secured him.

When asked what he wanted to show them, Plummer advised Officers that he had a gun in his jacket pocket. Sgt. Sappington then conducted a custodial search of Plummer’s person. During the search, Sgt. Sappington seized a loaded revolver pistol, containing three live 9mm rounds, a folding knife with brass knuckles, and a homemade glass smoking pipe that contained a chalky residue, which later tested positive for Methamphetamine. Sgt. Sappington later measured from the arrest location to the Memorial Park which was approximately 436 feet away.

Plummer was subsequently arrested and transported to the Cushing Police Department, where he was held on a complaint of possession of a controlled dangerous substance within 1000 feet of a park, possession of drug paraphernalia, possession of a firearm while in the commission of a felony, possession of metal knuckles, along with the four outstanding warrants. Plummer is expected to be transported to the Payne County Sheriff’s Department this morning.
