(Stillwater, Okla.) – A 27-year-old man — who identified himself as a prison guard for Cimarron Correctional Facility in Cushing — has been ordered to return to court on June 11 on a felony charge accusing him of making a lewd or indecent proposal to a person he believed to be a child under 16.

    Robert Jaterris Perry appeared in court on April 2 and remains free on $10,000 bond, court records show.
    When Perry was arrested, “I asked the male why he was coming to have sex with a 14-year-old,” Stillwater Police Officer Thomas Comstock alleged in an affidavit.
    “He lowered his head and stated he did not have his head on right. The male was identified as Robert Perry. He advised he is a prison guard for Cimarron Correctional Facility,” the affidavit alleged.
    “On Feb. 7, 2018, members of Stillwater Police Department and Oklahoma Bureau of Narcotics Human Trafficking Unit worked in conjunction on a prostitution assignment,” according to the affidavit.
    An OBN agent posted an ad at 6:30 p.m. on Feb. 7 on Backpage.com in the “dating,” “women seeking men” section, which is commonly used for prostitution, the affidavit alleged — along with his phone number and several photos a young-looking woman.
    Seventeen minutes later, the OBN agent received a text message from a man later identified as Robert Perry, the affidavit alleged.
    “The message stated, ‘Wanna see you baby.’ I (the OBN agent) responded, ‘Just to be upfront so there are no surprises I want you to know that I’m 14. I hope you are okay with that because I’m very mature for my age.’
    “He then responded ‘qv or hh,’ which is common industry (prostitution) language for ‘quick visit’ or ‘half hour.’ I then sent him my rates, ‘Qv $100, hh is $150.’ He then asked for my address and made arrangement to come meet me. At one point he texted me, ‘Im kind of scared since u said u 14,’” the affidavit alleged.
    After another exchange, Perry texted “On my way u sure u not police right,” the affidavit alleged.
    The OBN agent then gave the man the address of a motel located on W. 6th in Stillwater, the affidavit alleged.
    At about 8:40 p.m., the Stillwater police officer was in an adjacent room at the motel when he was notified that a man was walking up towards the room where the OBN agent, who was posing as a 14-year-old girl, told him he was, the affidavit alleged.
    When the officer heard a man knock on the motel room, “the door was opened by members of the Stillwater Police Department; the male was subsequently taken into custody,”according to the affidavit.
    If convicted of the felony charge of making a lewd or indecent proposal to someone he believed to be a child for the purpose of having sexual relations, Perry could receive a prison term of at least 25 years, court records show.
