(Cushing, Okla.) — A Cushing man on probation for indecent exposure at a convenience store was arrested Friday on charges of violating the Sex Offender Registration Act by living withing 2,000 feet of Rotary Park and Lions Park, as well as registering as a transient and providing false information regarding where he had been staying and planning to stay.
Shannan Lee Teegarden, 57, was booked at about 6 pm Friday into the Payne County Jail where he was ordered held on $10,000 bail pending his arraignment on the felony charges punishable by up to eight years in prison on conviction.
For indecent exposure at a Cushing convenience store in the 200 block of E. Cherry Street on the day before Halloween of 2022, Teegarden had been sentenced on July 7, 2023, to a year in jail, with credit for time already served, followed by nine years of probation with an order to register as a sex offender, court records show.
According to an affidavit filed Friday by Probation and Parole Officer Billy Laster, Teegarden went to his office in Stillwater on Feb. 6, 2024, following his release from jail and to begin his supervision.
Teegarden wanted to reside with a relative in Cushing that was within 2,000 feet of two parks, which was not a valid address for a sex offender, the affidavit alleged.
“Teegarden was given instructions to complete the sex offender registration requirements, and it was determined he would be transient/homeless and would register with the Payne County Sheriff’s Office,” the affidavit alleged.
Teegarden registered as transient/homeless located at “the Stillwater Creek Bridge near Perkins Road and 19th Street within Payne County.
“He later changed his location to State Highway 33 and Schlegel Road on 2/22/2024. This is the current registered location for Teegarden where he is registered with the Payne County Sheriff’s office.
“Teegarden was arrested by the Cushing Police Department on 2/13/2024 and charged in their municipal court for trespassing,” and released from the Payne County Jail on 2/15/2024, according to the affidavit.
“Teegarden’s behavior in the initial weeks of his supervision were highly concerning. Further, his DOC classification and assessment is that of a high-risk offender.
“Pursuit to DOC policy regarding transient, high-risk sex offenders, he was placed on a global positioning system (GPS) ankle monitor on Thursday, 2/22/2024. Teegarden signed the Sex Offender GPS Orientation Guidelines and Procedures on that same date in my office.
“Since 2/22/2024, I have reviewed the GPS points on a daily basis and the following is a summary of his whereabouts.
“Teegarden has never visited, stayed or resided at his registered location. Further, he has continued to live with his (relative),” which is approximately 1,795 feet from Rotary Park that has playground equipment and 1,919 feet from Lions Park, which has ball fields, the probation officer alleged in his affidavit.
“It should also be noted that on Monday, 2/26/2024, Teegarden appeared in my office for his weekly probation appointment. During that time, I informed Teegarden that I reviewed his GPS points, and he needed to reside at his registered location,” the probation officer alleged in his affidavit.
According to court records, Teegarden has a history of methamphetamine-related convictions dating back to 2009 when he was placed on five years of probation for possessing a substance with intent to manufacture methamphetamine in 2005 in Payne County.
