 STILLWATER — A 46-year-old Cushing man, who previously was placed on probation for drunk driving in Creek, Payne and Pottawatomie counties, has been charged with driving under the influence of an intoxicating substance as a fourth offense, along with failing to have a required ignition interlock device on his truck, in a case investigated by the Oklahoma Highway Patrol.
   Tyrone David Mooreland, who remains free on $25,000 bond pending a March 25 court appearance, could be incarcerated for as long as 20 and one-half years and fined $5,500 if convicted of both counts filed in Payne County District Court last week.
   OHP Trooper Kevin Hughes was on patrol with Trooper Ryan Long when they noticed a blue Dodge Ram with an occupant not wearing a seatbelt at the intersection of N. Michigan Ave. and E. Walnut St. in Cushing at 4:55 pm on Feb. 23, his affidavit alleged.
   “I gathered Mooreland’s Oklahoma driver license and noticed that it showed that there was an interlock device requirement per the restriction placed on his driver’s license.
   “Mooreland stated that he had just bought the truck due to wrecking his car previously, and that was why the ignition interlock was not present. Moreland provided a bill of sale that had not been notarized and was only handwritten on a piece of paper.
   “I also noticed that Mooreland’s eyes were watery and glossed over along with droopy eyelids. Mooreland had some marijuana on his sweatshirt as well,” Trooper Hughes alleged in his affidavit.
   After Mooreland was given standard field sobriety tests by Trooper Hughes, “Trooper Ryan Long (Drug Recognition Expert) did a series of tests for impairment on other intoxicating substance and noticed signs of impairment,” the affidavit alleged.
   Following his arrest, Mooreland agreed to the take the state’s blood test, the affidavit alleged. Mooreland was transported to the Cushing hospital for the blood draw before being taken to the Payne County Jail from which he was released two days later on bond, court records show.
   According to court records, Mooreland had been placed on five years of probation on Dec. 15, 2020, for drunk driving in Payne County in 2019. Mooreland had also been placed on one year of probation on April 14, 2023, for drunk driving in Creek County in 2022; Moreland had previously been placed on four years of probation on Dec. 17, 2013, for drunk driving in Pottawatomie County in 2013.
