(Stillwater, Okla.) — A 32-year-old man has been jailed on $250,000 bail pending a court appearance Monday on charges of raping his girlfriend with whom he shares a child, threatening her with a knife, choking her, and putting a pillow on her face in a Stillwater hotel room four days before Christmas.
Due to his criminal record, Jaymie Dustin Pratt Bregg, whose address was listed as a Glencoe post office box, could be given three life prison terms if convicted of first-degree rape, domestic assault with a dangerous weapon, and domestic assault and battery by strangulation.
His girlfriend said, “she believed if the officer had not arrived that Jaymie would have killed her,” Stillwater Police Officer Jonathon DeVore alleged in an affidavit.
Pratt Bregg was arrested 11 minutes after Stillwater police were sent on Dec. 21, 2024, at 9:05 pm to a hotel on W. 6th Ave. on a report “a witness observed a female inside of the room yelling ‘stop’ and ‘get off of me,"” the affidavit alleged.
At the hotel room, “I knocked on the door loudly but did not receive a response. I observed a female voice sounded in distress…I began to attempt to kick the door open. After kicking the door multiple times, I observed the male subject state that he was opening the door.
“I had drawn my department issued handgun and provided cover on Jaymie while ordering him to put his hands up. I then held him at gunpoint until other officers arrived on scene. Sgt. Gripe entered the room while Ofc. Gulick placed Jaymie into handcuffs. Sgt. Gripe then advised me that probable cause existed for a domestic assault by strangulation arrest,” Officer DeVore alleged in his affidavit.
At the Stillwater Medical Center’s emergency room, “I observed bruising on (the woman’s) face, neck and arms. I was advised that the bruising extended to her abdomen and legs. (The woman) stated that she had been dating Jaymie for approximately one year, and the domestic violence has occurred for the duration of the relationship.
“(She) stated that on Thursday, 12/19/2024, she and Jaymie were at her relative’s residence. (She) stated that Jaymie had assaulted and strangled her until her brother arrived on scene. Jaymie then got a room at America’s Best Value Inn in order to stay away from (her brother). She stated that she had arrived at the hotel room at approximately 3 am on 12/21/24. While at the hotel room, (she) stated that Jaymie would not let her leave the room.
“(She) stated that she was able to leave the room and hide in the laundry area. She stated that Jaymie found her and promised that he would no longer be aggressive if she returned to the room. She stated that after returning to the room, Jaymie began physically assaulting her. She stated that Jaymie would cease assaulting her and walk away. Jaymie would return shortly after and begin assaulting her again.
“Before officers arrived on scene, (she) stated that Jaymie had strangled her and attempted to smother her with a pillow. (She) stated that while being strangled, she experienced a loss of hearing and vision, had difficulty breathing, became unconscious and urinated on herself,” the affidavit alleged.
After raping her, she said, “Jaymie held a knife with the blade extending below his fist toward her. Jaymie then stated that he was going to kill her. She stated that Jaymie knew that police were responding and stated that he would kill her before police were able to help her. She stated that when I began kicking the entry door, Jaymie dropped the knife. Jaymie then got off of (her) and told her to hide the knife and cover herself with a blanket,” the officer alleged in his affidavit.
“(She) stated that during the incident, Jaymie put foreign objects in her mouth and attempted to make her swallow them. (She) stated that she had ingested some of the items but was unsure of what they were. (She) stated that as a result of the incident, a lower right side tooth and upper left side tooth had been broken.
“(She) stated that Jaymie would alternate between covering her mouth and forcing his fingers inside of her mouth before pulling the right side of her lower jaw downward. She state that it felt as if Jaymie was trying to rip her jaw away,” the affidavit alleged.
Her injuries included “bruises and ligature marks on her head and neck, large bruises on the left breast, large bruising on the right lower buttocks/hip, multiple bruises on the arms, legs and a laceration on the right shin,” the affidavit alleged.
According to court records and the state Department of Corrections, Pratt Bregg had been released to six years’ probation from prison in August of 2023 after serving about 11 months in an in-custody treatment program for possession of methamphetamine with intent to distribute in Payne County in 2020, for which he had originally been placed in Drug Court.
Pratt Bregg had also been convicted in 2014 of endangering others while attempting to elude, unauthorized use of a vehicle and concealing stolen property in 2011 in Cleveland County for which he served about one and one-half years of a five-year sentence concurrent to 2014 Cleveland County prison terms for car theft, unauthorized use of a vehicle and concealing stolen property in 2011, DOC records show.
Pratt Bregg has also been convicted in 2014 of car theft in 2011 in Kay County for which he was given a concurrent five-year prison term followed by five years of probation, DOC records show.
