Child molester sent to prison for third sex offender registration violation

  STILLWATER — A convicted child molester from Cushing has been given a six-year prison term for failing to register as a sex offender for the third time in Payne County.

   Adrian Feliciano McVay-Shanklin, 34, who also pleaded guilty last week to living at a Stillwater hotel within 2,000 feet of Westwood Elementary School between April 27 and May 21, was sentenced by Payne County Associate District Judge Michael Kulling as part of a plea agreement with the prosecution, court records show.

   According to an affidavit by Payne County Sheriff’s Investigator Rockford Brown filed on May 26, McVay-Shanklin, who was homeless, “is classified by the Oklahoma Department of Corrections as an aggravated sex offender and is subject to lifetime registration requirements.

   “McVay-Shanklin had been released from the Payne County Jail on April 20, 2026, and has not registered his address with any jurisdiction as required by law for an aggravated sex offender.”

   When a search warrant was served at his hotel room on May 21, four items with his identification were found, although he was not there, the affidavit said. He was located on 8th Street within city limits and taken into custody at 2:01 pm that day, the affidavit said.

   McVay-Shanklin had been convicted on June 9, 2021, of lewd or indecent proposals/acts to a child in Carney in Lincoln County in 2020, and sentenced to one year in jail followed by probation for four years; on Sept. 20, 2022, three years of his probation were revoked that he discharged on Jan. 27, 2025, Department of Corrections records show.

   In Payne County on Oct. 21, 2025, McVay-Shanklin was convicted of failing to register as a sex offender and given one year in jail, followed by probation for six years, court records show. Also in Payne County on July 5, 2022, he was convicted of failing to register as a sex offender and given six months in jail, followed by probation for four and one-half years, court records show.
