(Stillwater, Okla.)  — A Stillwater man accused of possessing methamphetamine and fentanyl with intent to distribute has been jailed on $100,000 bail pending a June 3 court appearance at which he can seek a preliminary hearing on the felony charge punishable by up to seven years in prison and a $100,000 fine on conviction.
Jamario Deshaun Small, 35, was arrested at 2:59 pm on May 3 at 700 W. Lakeview near the Boomer Lake Bridge by Stillwater Police Officer Christopher Boren, who was on temporary assignment in plain clothes in an unmarked car with Stillwater Police Officer Brett Moore of the Special Projects team, his affidavit said.
Officer Boren wrote in his affidavit, “I made my way to the north side of the road near the walking path that leads under Lakeview Road,” and saw a woman and man in the tree line next to the walking path just east of the tunnel.
“I observed the female step out of the tree line and walk south through the tunnel toward other officers. I observed the male step out of the tree line with his shirt off and over his shoulder start walking south toward the top of the Lakeview Bridge.”
After identifying himself as a Stillwater police officer, “I made small talk with Jamario, asking him what he was out doing, while awaiting another officer to my location,” Officer Boren wrote in his affidavit.
“While conducting a pat down of Jamario, Officer Moore felt the outline of what he believed to be a small bindle of narcotics that he has encountered from numerous other narcotics related contacts. Officer Moore asked Jamario what that item was, and Jamario began trying to reach into his pocket,” the affidavit alleged.
After his arm was blocked, “Jamario then attempted to pull his arm away from Officer Moore and swung around and attempted to flee,” before being taken to the ground, the affidavit alleged.
“On his person, we located two small torn pieces of plastic bag, each containing a white crystal-like substance that I know from my training and experience to be methamphetamine,” along with money in small denominations totaling $125, the officer alleged in his affidavit.
On the south side of the road, other officers had made contact with a woman known to be a drug user, the affidavit alleged.
She “was open and forthcoming with officers telling them that she had just met with Jamario to purchase narcotics and handed to Officer Carson a folded piece of aluminum foil containing a single blue pill,” she said was fentanyl, the affidavit alleged. Due to her truthfulness and “the better interest of justice, she was released from the scene after officers seized the foil and pill,” which tested positive for fentanyl, the affidavit alleged.
“The white crystal-like substance was also field-tested and tested presumptive positive for methamphetamine,” the affidavit alleged.
