(Stillwater, Okla.) — An arrest warrant has been issued for a 38-year-old man accused of repeatedly sexually abusing a now 13-year-old since she was six years old while he was staying at her residence in Stillwater.
Kelly Leon Rowe, whose whereabouts are unknown, could be given two life prison terms if convicted of the charges that were filed against him last week, court records show.
When the child was interviewed at the Saville Center in Stillwater on Oct. 26, she said, “Kelly was no longer living with them as of yesterday when she told her mom what he had been doing,” Stillwater Police Detective Mary Kellison alleged in an affidavit.
A forensic interviewer had asked the child to put marks on an anatomical drawing that were not okay for anyone to touch, the affidavit said.
“After (the child) finished marking the places on the drawing that were not okay to touch, she asked (the child) if anyone had touched her on any of the places she marked that she was not okay with, and she responded ‘yes,’ the affidavit alleged.
Asked who had touched her, she replied, “Kelly.” Asked who Kelly was, “she said ‘Kelly Rowe, a guy who used to live with us,"” the affidavit alleged.
She said, “Kelly comes into her room all day, every day, trying to show her videos,” the affidavit alleged.
She said, “she tried to lock her door to keep Kelly from coming into her room, and he would somehow unlock the door to gain access to her bedroom,” the affidavit alleged.
Describing an incident, she said, “no one else was in the house at the time that this occurred,” the affidavit alleged.
She disclosed, “Kelly had put his private area inside her private area more than one time,” the affidavit alleged.
