(Stillwater, Okla.) — A Stillwater teenager has been charged with possessing two money bags stolen from Habitat for Humanity on April 28 – four days after he was released from the Payne County Jail pending his Oct. 23 sentencing for possessing drugs at the Cimarron Casino in Perkins on two different occasions.

In his latest case, Spencer Blaid Morgan, 18, has been jailed on $5,000 bail pending a court appearance this afternoon on a felony count of concealing stolen property and a misdemeanor count of possessing marijuana, both on April 28 in Stillwater.

Four days earlier, Morgan, who had been jailed for about two months, was released on a personal recognizance bond pending his delayed sentencing for young offenders in October on two drug charges, court records show.

Morgan had been arrested at the Cimarron Casino in Perkins on Feb. 22 by Iowa Tribal Police Officer Jason Hickman for possession of marijuana, drug paraphernalia and a concealed weapon, to which he pleaded guilty on April 24.

The Iowa tribal officer had been sent to the casino to investigate a counterfeit $10 bill, according to his affidavit.

“I made contact with Morgan and asked to speak with him regarding any knowledge he might have about the counterfeit bill passed by his associate,” Hickman wrote in his affidavit.

When the officer again asked Morgan if he had any information about the counterfeit money, “Morgan became noticeably nervous as I observed sweat begin to gather on his brow, he broke eye contact and placed his hands in his pockets,” Hickman wrote in his affidavit.

After Morgan repeatedly tried to put his hands in his pockets, “I was concerned he had a weapon or knife and I was going to pat him down for weapons,” Hickman wrote in his affidavit.

The Iowa tribal officer found a smoking pipe with burnt residue in Morgan’s left front pants pocket, for which he was arrested, the affidavit said.

“I then began a search incident to arrest and recovered a small brass stiletto/switchblade knife from Morgan’s right front pants pocket,” Hickman wrote in his affidavit.

Two and one-half months earlier, the same Iowa tribal officer arrested Morgan at the Cimarron Casino in Perkins for possessing methamphetamine, marijuana and drug paraphernalia on Dec. 1, 2014, to which he pleaded guilty on April 24 of this year.

In that case, Hickman was conducting a security patrol in the north parking lot of the casino when he “detected an odor consistent with raw marijuana,” as he approached a red Blazer, his affidavit said.

The owner of the vehicle said that Morgan and a female rode with her to the casino, the affidavit said.

Morgan and his female associate were both arrested for possession of methamphetamine, the affidavit said.

“When asked if the pipe was his, Morgan answered, ‘yeah, it’s mine.’ I then asked Morgan if the marijuana in the cigarette box was his — he answered ‘yes.’ I then asked if the baggies and the methamphetamine in (his associate’s) purse was his and he answered ‘yes,’” the officer wrote in his affidavit.

If convicted of all of his charges, Morgan could be incarcerated for as long as 19 years and fined $9,750, court records show.
