(Stillwater, Okla.) — An ex-convict from Stillwater with an extensive criminal record including child molesting who admitted choking his ex-girlfriend and interfering with an emergency phone call made by her 10-year-old daughter has been placed on probation for five years and eight months.
Charles Steven Mullins, 43, was sentenced last week by District Judge Phillip Corley, who gave him credit for the 120 days he had already served in jail as a condition of his probation.
Mullins was ordered to pay the cost of his incarceration, a $350 fine and a $100 assessment to the victims’ compensation fund, along with complying with the recommendations contained in a background report for the court.
Mullins told state Department of Corrections Community Sentencing Specialist Dee Miller that he had been arrested approximately 20 times as an adult, according to her report filed in court records last week.
Regarding his felony charge of choking his girlfriend on Oct. 15, 2013, Mullins said, “Me and my girlfriend were fighting. She hit me in the face. I grabbed her and put her in a headlock and told her to quit. Then I let her go.
“She started to hit me again in the face. I grabbed her by the neck and squeezed and told her to stop. She yelled at her daughter to call the police and I left. The next day, the police showed up at my house and arrested me. The whole thing was stupid and I spent 100 days in jail.”
Mullins said that he had finished the 10th grade in the Ripley school system where he “was suspended for fighting and obtained his GED while incarcerated at Bill Johnson Correctional Center,” the report said.
“Mr. Mullins stated that he drinks beer and not liquor, and that he’s drunk, twice, beers since his release from jail. Mr. Mullins stated that he began smoking marijuana at the age of 11. He reported that he used to smoke on a daily basis for several years, and he hasn’t smoked since last week.
“Mr. Mullins stated that he began smoking methamphetamine at the age of 22, and his last use was nine months ago. The defendant reported that he used lortab, valium and acid at the age of 15. He stated that he attended residential treatment for 30 days at Nokia 18 years ago,” the report said.
His ex-girlfriend wrote in a petition for a protective order that was granted on the day of the attack but dismissed about six weeks later when she failed to appear in court, “I have been in a relationship off and on in the past with Charles Mullins. But he became abusive.
“On this day of Oct. 15, 2013, he had stayed the night ’cause it was cold. He was packing his things to leave when he started in on arguing with me.
“He attacked me on my bed and I tried to get him off kicking and swinging. I got up, got away, pushed him out my door. He then choked me and I tried to grab his face and was swinging to get him away from me.
“I got away and he grabbed me again and grabbed my esophagus (throat) and squeezed till I couldn’t breathe while restraining me with his other hand while pinning me up against the wall.
“My daughter tried to call 911 and he stopped her. And at this point, she was able to reach dispatch. He ran off. I then opened the door and talked to dispatch and then the sheriff and ambulance came.
“I have a cervical sprain and pain down the left side of my body. I really want this protective order. I am in fear for my children’s safety and for my life.
“I don’t want to die in front of my babies. I want him out of my life completely — nothing to do with him.”
According to Mullins’ background report for the court, which was compiled a month ago, he is engaged to the woman and they plan to marry.
Mullins had been released from prison in January of 2012, after serving about seven months of a three-year sentence for marijuana possession in Payne County in 2009, state Department of Corrections records show.
Mullins had previously served nearly four and one-half years of a five-year prison term for child molesting in Payne County in 2002 when he also furnished alcohol to a minor, DOC records show.
Mullins had also previously been convicted in 2001 of firearm possession after a former felony conviction in Payne County, for which he served about 10 months of a two-year sentence, DOC records show.
Mullins had also served a concurrent two-year sentence for marijuana possession in Payne County in 1999, DOC records show.
Mullins also had been convicted of unauthorized use of a vehicle in Payne County in 1989, for which he was placed on five years’ probation in 1990, DOC records show.
